The Pope has made the decision to create new cardinals during a public consistory in November. It would be the fourth of his pontificate. In the Roman Curia. take it for a fact, despite a possible scenario that places the endowment of "princes of the Church" to early 2012. Pope Benedict XVI's last consistory took place in late November 2007 and 2010.

I'm not sure I would say 120 is the "traditional" number. It's been the conventional number (and the maximum allowed) since 1971, prior to which, of course, all cardinals, regardless of age, also had the vote. However, from the time of Sixtus V (in the XVI century) to that of John XIII, the limit was 70. Pope John broke with that limit without formally establishing a new one; it was Paul VI who expanded the number to 120 voting cardinals.
